When is speech to be considered a crime?

"The Local Law Enforcement Hate Crimes Prevention Act – H.R. 1592 in the House and S. 1105 in the Senate – would add federal penalties for crimes involving sexual orientation or gender identity, giving special protections comparable to that given race and religious belief."

I'm worried that not only will hate crimes legislation tell us what we can say, but who can say it. This sounds an ominous death knell for free speech and free exercise of religion in this country. World Net Daily has testimonies from both Europe and the USA of people arrested for voicing their Christian beliefs in a peaceful way.

Yes, everyone but the pro-lifers seem to be doing an end-run around that ridiculous law!
This reminds me more of that phony invocation of the RICO anti-mafia statute that Clinton used to jail nuns and priests praying on the sidewalk in front of abortion mills.We are under attack, folks for our Christian beliefs! Be prepared!
