So called 'safe-sex' programs are still funded at a rate of 15 to 1, however, in the current budget, they received no increase, while abstinence programs did. This is for those disillusioned conservatives out there who stayed home in the last election. There IS a difference, though admittedly not enough, between Republicans and Democrats. Watch President Obama's funding of Planned Parenthood skyrocket, if, God forbid, we're foolish enough to elect him.
